Telangana Poor People Response from realtors for 2BHK housing scheme

Hyderabad: The Telangana government's flagship 2BHK housing scheme has received poor response from realty firms willing to participate in the project. Though foundation stones were laid by Telangana ministers at 20 places in the city before the GHMC polls, works are yet to begin. The government hopes to construct 1.85 lakh such units in GHMC limits.

"The GHMC housing wing has invited tenders twice to construct the 2BHK flats, but there was poor response from real estate firms. The deadline for the tender scheduled for the third time ended on Sunday (May 15), but no firm filed any papers," sources in GHMC- housing wing told TOI.

When contacted, GHMC commissioner B Janardhan Reddy said, "Due to poor response from the realtors, we have decided to cancel it. No more tenders will be invited for the housing scheme as we are proposing to invite expression of interest (EOI) soon." The government proposes to construct G+3 (Ground +3 floors), G+9 and G+14 storeyed 2BHK flats at various places in the GHMC limits.

"Another major difficulty we are facing is to shifting or relocating the locals from slum areas where the 2BHK housing scheme has been proposed," the GHMC commissioner said.

GHMC officials were hoping to exploit the ground floor for commercial purpose at G+14-storeyed 2BHK housing scheme. "As we need money to operate lift and pay water and electricity bills, a proposal to this effect will be sent to the government," he added.

Meanwhile, the government has started framing rules to organise 'Ward Sabhas' in Hyderabad district to accept housing applications from citizens.

Demolition Plan Unites Villagers-THS

Following notices to demolish illegal structures issued by the panchayat raj department under the lake protection GO-111, villagers are coming together to protest the proposed action.
GO-111 bars certain constructions within a 10-km radius of Himayatsagar and Osmansagar. Congress leader P. Sabitha Reddy’s son Patolla Karthik Reddy is organising the villagers to protest the notices. Mr Reddy, who has visited 30 of the 84 villages, said a protest would be organised next week.

“They have been protesting since 20 years. We are planning to bring all the groups under one roof,” he said. Although, Chief Minister K. Chandrasekhar Rao had assured that the GO would be revoked or modified to ease some of its stringent provisions, Mr Reddy said that the action of government officials was against the assurance.

“We have filed a petition with the High Court to cancel the GO. But, officials said in the counter-affidavit told the court that there was no necessity to cancel the GO. The district panchayat officer has started serving notices to identified illegal structures. These actions are against the government’s assurance,” he said

2 Lakh 2BHK Houses Cleared - Telangana Housing Scheme

The state government on Wednesday issued orders for construction of 2 lakh 2BHK houses for the poor in the state, barring GHMC limits, in the ongoing financial year 2016-17. The unit cost in rural areas has been fixed at Rs 5.04 lakh and urban areas at Rs 5.30 lakh.
The government had already approved construction of 60,000 2BHK houses in GHMC limits in 2015-16 just before GHMC elections. (Representational image from DC)

The government had already approved construction of 60,000 2BHK houses in GHMC limits in 2015-16 just before GHMC elections, where the unit cost was fixed at Rs 7 lakh. However, tenders are yet to be finalised due to poor response from contractors, who are seeking higher unit cost.
An additional Rs 1.25 lakh per unit will be sanctioned for creating infrastructure facilities in rural areas and Rs 75,000 in urban areas. The responsibility of implementing the 2BHK housing scheme has been entrusted to district collectors in the districts and the GHMC commissioner in GHMC limits.
A project monitoring unit has been constituted by the housing department which will monitor the allocation of funds for the scheme. Since the government had not allocated any fund for 2BHK housing scheme in the 2016-17 Budget, the entire funds required for the scheme would be mobilised through various funding agencies.
Housing minister A. Indrakaran Reddy said, “The government will ensure that there is no dearth of funds. We have already approached several national and international funding agencies and construction companies, which are keen to partner with the government. We are going to create a record by constructing 2.60 lakh 2BHKs in a year, which no government had dared to do in the country so far.”
Mr Reddy said each 2BHK is equal to seven Indiramma houses constructed by earlier Congress governments and those criticising TRS government for the delay in constructing 2BHK houses should realise the sincerity and commitment of the government towards the poor to provide them their dream houses for free though it imposes a huge financial burden on the government.
